For the second consecutive year,\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/sudan\">Sudan<\/a>\u00a0tops the list as the country\u2019s collapse accelerates amidst a brutal civil war that has a devastating impact on civilians.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body rpla-paragraph--lead\" dir=\"ltr\">Before the war erupted in April 2023, Sudan was already experiencing a severe humanitarian crisis that left\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/reliefweb.int\/report\/sudan\/sudan-humanitarian-needs-overview-2023-november-2022\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">15.8 million\u00a0<span class=\"extlink-nobreak\">people<\/span><\/a>\u00a0in need of humanitarian aid. Two years of war have gravely\u00a0exacerbated these conditions, displacing over 12 million people and leaving\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/humanitarianaction.info\/plan\/1220\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\"><span class=\"extlink-nobreak\">30.4<\/span><\/a>\u00a0million people\u2014more than half of Sudan\u2019s population\u2014in need of humanitarian support.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Sudan now represents the largest and fastest displacement crisis in the world. It is also the largest humanitarian crisis ever recorded.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\"><strong>\u00a0What do the people of Sudan face today?<\/strong><\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\">Two years of civil war has decimated Sudan. Civilians are subject to frequent attacks and human rights violations while the country\u2019s health care system has collapsed and life-threatening famine sets in. Attacks on humanitarian aid workers have made it difficult to deliver lifesaving aid to some of the most fragile and vulnerable communities in the world.<\/p>\n<h3 class=\"rpla-standalone-subsection-heading rpla-standalone-subsection-heading\">War continues to rage in Sudan<\/h3>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Sudan\u2019s civil war, waged between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), erupted on April 15, 2023, plunging the country into chaos. Civilians bear the brunt of the conflict;\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.hrw.org\/news\/2024\/12\/15\/sudan-fighters-rape-women-and-girls-hold-sex-slaves\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">sexual\u00a0<span class=\"extlink-nobreak\">violence<\/span><\/a>\u00a0is widespread, fighters on both sides regularly target civilians and infrastructure, and child soldier recruitment is common. Human rights groups have accused fighters in Darfur of\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.hrw.org\/news\/2024\/05\/09\/sudan-ethnic-cleansing-west-darfur\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">ethnic\u00a0<span class=\"extlink-nobreak\">cleansing<\/span><\/a>.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Tens of thousands have been killed, with indiscriminate attacks on civilians being reported.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Rather than advancing diplomacy, outside powers are fueling the conflict by funneling weapons to their allies. SAF and RSF leaders appear to believe that continued fighting best serves their interests, leaving Sudan on a trajectory toward catastrophic humanitarian collapse.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">\u201cEnough is enough. More than 12 million people have been displaced since April 2023,\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/data.unhcr.org\/en\/situations\/sudansituation\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">nearly 4\u00a0<span class=\"extlink-nobreak\">million<\/span><\/a>\u00a0people\u2014mostly women and children\u2014who have fled to neighboring countries.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Compounding the crisis, heavy rains and flooding from June 2024 to September 2024 have affected nearly 600,000 people, displacing over 172,500 individuals and causing severe destruction of homes and infrastructure, and contributing to a\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(24)02290-6\/fulltext\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">resurging outbreak of\u00a0<span class=\"extlink-nobreak\">cholera<\/span><\/a>. The worst-hit areas, including Red Sea and North Darfur, face heightened risks of famine, further exacerbating the challenges for residents already grappling with conflict and instability.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\">While neighboring countries\u2014like\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/chad\">Chad<\/a>\u00a0and\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/south-sudan\">South Sudan<\/a>\u2014have welcomed Sudanese refugees fleeing conflict, they do not have the resources to meet the urgent humanitarian needs of those arriving across the border without international support.<\/p>\n<h3 class=\"rpla-standalone-subsection-heading rpla-standalone-subsection-heading\"><strong>Famine grips communities<\/strong><\/h3>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Famine is spreading across Sudan. Violence severely hinders humanitarians\u2019 ability to deliver food where it&#8217;s needed most. Soaring food prices and a collapse of food supply are having a devastating impact on the people of Sudan.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">More than\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.ipcinfo.org\/ipc-country-analysis\/details-map\/en\/c\/1159433\/\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\"><span class=\"extlink-nobreak\">635,000<\/span><\/a>\u00a0people, including in the country\u2019s largest camp for displaced people, are experiencing famine. The severe food shortage also prevents people from getting basic nutrients, putting them at heightened risk of illnesses and infections.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">There are more people experiencing catastrophic hunger conditions in Sudan than the rest of the world combined.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\">\u201cAn\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/press-release\/one-sudans-largest-idp-camps-facing-famine-conditions-irc-calls-immediate-ceasefire\">immediate ceasefire<\/a>\u00a0is now more critical than ever to prevent mass deaths resulting from a hunger crisis that is rapidly spreading across Sudan,\u201d says IRC country director for Sudan, Eatizaz Yousif.<\/p>\n<h3 class=\"rpla-standalone-subsection-heading rpla-standalone-subsection-heading\"><strong>A health system on the brink of collapse<\/strong><\/h3>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">The war in Sudan has destroyed the country\u2019s public infrastructure, including the health system.\u00a0The World Health Organization (WHO) verified at least\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.emro.who.int\/images\/stories\/sudan\/situation-report-october-2024.pdf?ua=1\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\"><span class=\"extlink-nobreak\">119\u00a0<\/span><\/a>attacks on health care between April 2023 and October 2024, but the true figure is likely much<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/data.humdata.org\/dataset\/conflict-hunger-and-aid-security\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">\u00a0<span class=\"extlink-nobreak\">higher<\/span><\/a>. More than 80% of the country\u2019s hospitals\u00a0in conflict zones are non-operational, leaving millions without access to essential medical care as disease outbreaks surge.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">An estimated 3.4 million children under five are at high risk of epidemic diseases. The collapse of critical healthcare services has put new mothers at risk of losing their lives in the months ahead as it has become nearly impossible to access essential reproductive care.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\"><a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/article\/what-gender-based-violence-and-how-do-we-prevent-it\">Gender-based violence<\/a>\u00a0is escalating. Reports of intimate partner violence, sexual exploitation, abuse and trafficking are\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2024\/10\/sudan-un-fact-finding-mission-documents-large-scale-sexual-violence-and\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\"><span class=\"extlink-nobreak\">widespread<\/span><\/a>, while survivors struggle to access support. Economic hardship has stripped countless women of their livelihoods, forcing many into desperate and exploitative situations, and increasing their vulnerability.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">In Darfur, the crisis has deepened amidst ongoing fighting that\u00a0<a class=\"rpla-link rpla-link--type-one ext rpla-link--external\" title=\"(opens in a new window)\" href=\"https:\/\/www.theguardian.com\/world\/2024\/dec\/10\/airstrike-north-darfur-market-kills-people-sudan\" target=\"_blank\" rel=\"noopener\" data-extlink=\"\">targets\u00a0<span class=\"extlink-nobreak\">civilians<\/span><\/a>, continued displacement and the\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/press-release\/one-sudans-largest-idp-camps-facing-famine-conditions-irc-calls-immediate-ceasefire\">declaration of famine<\/a>. We are supporting Sudanese communities, both within the country and across national borders by delivering:<\/p>\n<ul class=\"rpla-unordered-list rpla-unordered-list--body\">\n<li class=\"rpla-unordered-list__item\" dir=\"ltr\">An integrated water, sanitation and hygiene (<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/article\/can-wash-services-transform-health-and-well-being-vulnerable-communities\">WASH<\/a>) program;<\/li>\n<li class=\"rpla-unordered-list__item\" dir=\"ltr\">Child protection services and support for women and girls, including services for\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/article\/what-gender-based-violence-and-how-do-we-prevent-it\">survivors of gender-based violence<\/a>\u00a0(GBV);<\/li>\n<li class=\"rpla-unordered-list__item\" dir=\"ltr\">Health and nutrition services provided through mobile and static health facilities;<\/li>\n<li class=\"rpla-unordered-list__item\" dir=\"ltr\">Livelihood assistance through\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/article\/why-cash-assistance-critical-form-humanitarian-aid\">multi-purpose cash aid to internally displaced persons and members of the communities that host them<\/a>.<\/li>\n<\/ul>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Shortly after conflict broke out in April 2023, the IRC established a presence in Wad Madani, Al Jazirah state where we delivered health and nutrition services to IDPs fleeing Khartoum until we were forced to close the office and relocate our staff. In response, the IRC has scaled up our critical services to support Sudanese refugees, including in\u00a0<a class=\"rpla-link rpla-link--type-one\" title=\"Uganda\" href=\"https:\/\/www.rescue.org\/country\/uganda\" data-entity-type=\"node\" data-entity-uuid=\"bfd79065-22e5-41df-b3d8-0ce438a1429d\" data-entity-substitution=\"canonical\">Uganda<\/a>,<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/ethiopia\">\u00a0Ethiopia<\/a>,<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/south-sudan\">\u00a0South Sudan<\/a>\u00a0and\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/chad\">Chad<\/a>\u2014which already hosted 400,000 Sudanese refugees prior to the war.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">More than\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/article\/how-war-sudan-impacting-chad-0\">ninety percent<\/a>\u00a0of the 700,000 Sudanese refugees who have arrived in Chad since April 2023 are women and children. One-fifth of young children who arrive are experiencing acute malnutrition.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">\u201cThe fact that women and children make up such a large proportion of the new arrivals in Chad is particularly worrying because they are often the most vulnerable groups in conflict situations,\u201d explains IRC Deputy Regional Director of Central Africa, Aleksandra Roulet-Cimpric. \u201c<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/press-release\/almost-90-sudanese-refugees-fleeing-chad-are-women-and-children-warns-irc\">Women and children<\/a>\u00a0are at greater risk of violence, exploitation and abuse, and they may also face difficulties accessing basic necessities such as food, water and healthcare.\u201d<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">In<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/country\/chad\">\u00a0<strong>Chad<\/strong><\/a>, the IRC is facing a humanitarian situation reaching a breaking point, with the country receiving more than\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/press-release\/irc-warns-humanitarian-situation-chad-sudan-border-breaking-point-urgent-action\">47,000 refugees<\/a>\u00a0from Sudan in the last 30 days alone. Chad now hosts over a million refugees, including over 800,000 arrivals from Sudan since the conflict began.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Health centers near the Sudan border in Birak and Mile Extension, Wadi-Fira province, are struggling to keep up. In just two days, nearly 6,000 people crossed at the Tin\u00e9 border, adding to the pressure. These facilities are running low on essential medicines and lack specialized care for mental health and reproductive health needs. Meanwhile, over 100,000 children in Eastern Chad are facing severe acute\u00a0<a class=\"rpla-link rpla-link--type-one\" href=\"https:\/\/www.rescue.org\/article\/malnutrition-irc-helps-children-who-are-affected\">malnutrition<\/a>\u00a0as of April 2025.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">The IRC is making a vital impact in Birak and Guereda through mobile clinics, delivering life-saving care to both refugees and host communities.\u00a0Services include malnutrition treatment, prenatal care, gender-based violence support, and mental health consultations.<\/p>\n<p class=\"rpla-paragraph rpla-paragraph--body\" dir=\"ltr\">Despite reaching more than 10,000 people with disease prevention and nutrition education, thousands still face dire circumstances as needs escalate. The refugee response plan in Chad, which calls for $806 million to meet the needs of refugees, is only 4.7% funded as of May 2025.<\/p>\n<div id=\"42771\" class=\"rplc-image-well-width rplc-image-well-width--caption-style-standard\">\n<div class=\"rplc-image-well-width__content\" data-rpl-state-target-contextual-menu=\"\">\n<div class=\"rplc-image-well-width__image-wrapper\"><img decoding=\"async\" class=\"rpla-responsive-image\" src=\"https:\/\/www.rescue.org\/sites\/default\/files\/styles\/well_width_13x9_640px_wide\/public\/2023-08\/pic_8.jpg?itok=194AJNr8\" alt=\"A mother sits in a hospital room with a newborn child in her lap.
